The paper describes the context in which housing policies have developed in Latinamerica and analyses 6 factors: the increase in urbanisation rate, the outcome and settling of the informal sector, the proportion of poverty and inequity generated in the cities, the increase in the housing deficit , the needs for investment in neighbourhood improvement and the adoption of the Chilean financing model.
