The present paper (which is part of the FONDECYT research project N° 91-0902) analyzes the decentralized management promoted by the State –especially in the social housing area– on the understanding that such an action should not be alien to the regionalization and decentralization process that the country is currently experiencing. This process should provide housing solutions that include the qualitative dimension as a necessary contribution to the improvement of the quality of life of individuals.
