The Chilean Infraestructure Fund

Abstract

The article explains the rationale behind Infrastructure Fund (IF), created by law in Chile in 2018, and the restrictions under which the fund will operate. The IF is constituted by the present value of the future net income from tolls to users of the highways concessions, once they are re-tendered. The IF works as a state-owned company, with a broad line of business that includes financing, operation and investment in new infrastructure. In order not to reduce its value, the FI must generate profits, which restricts the set of projects that the fund can execute or finance. Divergences between the mission of the IF and the public interest may occur in the setting of tolls and the time to expand the capacity of the highways
