Populist foreign policy: Identification of variables in the government of Cristina Fernández de Kirchner (2007-2015).

Abstract

Throughout the paper we sought to demonstrate the relationship between populism and foreign policy by analyzing a particular case, the foreign relations of the two administrations of Cristina Fernández de Kirchner (2007-2015). To this end, we worked with some precise variables identified by Destradi and Plagemann (2019) that make it possible to characterize a foreign policy as populist. According to the authors, populists tend to propose more conflictive bilateral relations, try to weaken global governance and its institutions, and centralize and personalize their foreign policy making. In addition, another characteristic of populism was identified as a predisposition to establish new international partnerships to the detriment of traditional ones. In this sense, each of them, to a greater or lesser extent, served to explain CFK's foreign policy, allowing understanding her international behavior, as well as the validity of the variables proposed by the authors.
