Deliberative democracy, institutions and citizen participation in Latin America

Abstract

This article carries out a comparative analysis of civic participation in various Latin American countries (Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru, Venezuela and Uruguay). Its main objective is to define, classify and compare the specific mechanisms that refer to civic participation within their legal frameworks. The analysis shows that in most cases there is a lack of specific mechanisms to ensure citizen involvement, which adversely affects the consolidation of deliberative democracies in the region. However, although civic participation depends on different institutional mechanisms –usually defined by political regimes– it is necessary to ensure their implementation in order to improve the performance of Latin American democracies.
