Abstract

In order to understand the scope of the Latin American integration process, it is convenient to use three different levels of analysis. The first one is the global level, which allows determining the fundamental characteristics of the deep and accelerated change that is being experienced in the world, along with the trends that are observed in terms of the future structuring of world power. A second dimension of analysis corresponds to the Latin American continental level, in which the common elements of its republics come into play in cultural, social, economic and political terms. Finally, we have the level of national analysis regarding the values and interests of each country, where we can determine the possibility of their defense and development.

Horacio H. Godoy

Argentino, director de la Escuela Latinoamericana de Ciencia Política y Administración Pública de FLACSO, graduado en leyes y en sociología en la Universidad de La Plata, LLM en la Universidad de Yale. Es autor de El Imperio de la ley en Cuba, publicado por la Comisión Internacional de Juristas. Dirigió el estudio y la publicación del Informe sobre el Fondo Fiduciario de Progreso Social del BID en los años 1963 y 64. Ha publicado más de diez trabajos sobre aspectos políticos e institucionales de la integración.
