Abstract

This article argues that the United States and Latin America will eventually have to resort, like it or not, to a "negotiated settlement" of their historical ties. The nature of that arrangement - friendly or hostile - will require that the United States be much more willing to abandon its favorite but outdated interpretations of the international conduct of the Latin states, prevailing at the beginning of the postwar period. Latin America, for its part, will have to seriously and realistically assess the new future of the United States without the tricky rhetoric that has characterized much of the literature on relations between the two in the last decade.
