All foreign policy results from an attempt to reconcile internal needs with external possibilities. The harmonization of internal needs with external possibilities, that is, the proposed insertion of a country in the world, is done in three significant fields of action: the strategic-military field, the field of economic relations and the field of values. The performance of a country in these three fields takes place, in turn, in different diplomatic contexts. These analytical considerations are useful in examining the new dimensions of Brazilian foreign policy, since they allow us to identify the factors of change that, combined with those of persistence, have been dominating the country's diplomatic rumors.
