Abstract

Although the predominant image of Cuba is that of an isolated country or on the fringes of the international and hemispheric systems, this position does not allow us to appreciate significant aspects of the current integration of Cuba in those systems. Although Cuba is effectively isolated from the most important institutions - the multilateral development banks - it maintains extensive bilateral diplomatic, economic, scientific, and cultural relations with most of the countries in the hemisphere. This paper addresses the image and broader relationships of Cuba's current position and highlights its integration, although its isolation is also considered. We hold that although Cuba is an integral part of the hemispheric community - despite its suspension in the Organization of American States - that the best way to facilitate change in Cuba is its full reintegration into the community of nations.
