Abstract

Relations between Mercosur and the European Union allowed a rapprochement that was fundamentally based on commercial and economic matters. This new stage of relations between the European Union and the Southern Cone of Latin America is explained by the significant economic flows in the nineties between the two regions, which led to an intensification of business and the liberalization of trade. Unlike the rest of Latin America and the Caribbean, which has the United States as its majority partner, Mercosur boasts a more diversified trade. In recent years, these countries have been the most dynamic emerging market for exports from the European Union and its main partner in Latin America. Although it was once thought that Chile would enter the Mercosur process as a fifth member, this country individually signed a Framework Cooperation Agreement with the European Union.
