Abstract

Currently, George W. Bush is touring the military bases of the United States overseas and promoting among other leaders his muscular vision of the order that should rule the world. That was not the image of him during the electoral campaign: nice, civil and domestic. This change was a consequence of the 9/11 attacks. It signified a dramatic turnaround in the foreign policy of the United States, which is affecting the international system, with a prospect of "preemptive wars" decided unilaterally and outside the collective security system. In the present work this matter is realized, starting from an initial situation hypothesis with a “flight forward”, the theory behind the war on terrorism, its addictive dynamics, the eventual crisis of the UN, the criticism of the intellectuals, the Bush Doctrine, a balance of internal security in the United States and a projection on the future of the West.
