Abstract

Given the current process of pre-electoral debate in the United States, economic issues take on special relevance. Although the events of 9/11 and the repercussions of the war in Iraq are included in the speeches, it is no less true that the economic conditions and effects underlie the public positions of Republicans and Democrats. Therefore, a panoramic vision is required of the political-economic balance of an economy that ends a growth cycle with a warlike epilogue of enormous uncertainty. The macroeconomic data reflect a recessionary situation or, at least, stagnant, despite the efforts of the monetary authority. In this first part we summarize the main factors that contributed to an economic expansion throughout the Clinton term in a phase known as the New Economy, due to the technological and productive advance that information and communication technologies meant for the economic process.
