Abstract

The purpose of the following article is to show the current regulation in Paraguay regarding the process of creation and consolidation of Protected Areas under public domain. Then, I will explain the effects of the application of the Law of Protected Areas on property rights, specifically in the Area of Reserve «Parque San Rafael». Finally, I will develop a brief analysis on the civil liability of the Paraguayan State and its public officials for the application of the Law of Protected Areas to areas not consolidated as such.
