Abstract

The administrative regulation is essentially of a legal nature: it begins and starts from the Law to be blurred in the different areas of human activity. Probably for this reason, administrative regulation is also consubstantial to the existence of public powers and, as such, its manifestations are born with the modern State, specifically after the emperor attracted to himself the normative and jurisdictional function performed by the feudal lords ( 15th and 16th centuries)
