We find in the preamble of the American Convention on Human Rights that the signatory States declare: "Reaffirming their purpose of consolidating in this Continent, within the framework of democratic institutions, a system of personal liberty and social justice, founded on respect for the essential rights of man” and …”Reiterating that, in accordance with the Universal Declaration of Human Rights, the ideal of free human beings, free from fear and want, can only be realized if conditions are created that allow each person enjoy their economic, social and cultural rights, as well as their civil and political rights, and…”.
