The presidential administration and the control of bureaucracy

Abstract

This work analyzes the control and centralization of public policies exercised by the President over the Administration, considering that both constitute the Executive power in our country, and that the gravity center of the State powers has moved from the Legislative power to the Executive, and within it, specifically to the Administration. It discusses what Administration, Government and good government means, and in particular the Chilean case. Moreover, it describes the American system and the discussion over the so called “presidential administration”.
