An urgent reform: an egalitarian and democratic municipal system

Abstract

For more than 30 years, the municipalities have been increasingly assuming more functions than those that traditionally corresponded to the municipal system in force until the 1970s. This new reality was promoted by the National Administrative Reform Commission (CONARA), which since 1974 studied and developed a process of rationalization of the State Administration, based on administrative decentralization and deconcentration mechanisms. The result of such a study were the processes of regionalization and municipalization.
