The author examines the role of administrative law of the General Comptroller of the Republic at the origin of the formative principles of administrative procedure in Chile. In particular, analyzes the role that this organism achieved in the second half of the twentieth century in the integration of the structural elements of the constitutional right to petition exercised by citizens before the Administration. The study culminates with a balance of the outstanding opinions related to institutions incorporated by Law No. 19,880, on the Basis of Administrative Procedures.
