Abstract

This paper argues that even under exceptional conditions, such as those arising from natural disasters, particularly the State Administration Bodies are subject to strict rule of law. For this, the law lays down a series of mechanisms to address these events, which also considered substantive rules of liability for administrative decision makers to mitigate its consequences.
