The power of article 9 of law No. 18.918, Constitutional Organization of National Congress, has been understood and used by deputies and senators to request background escaping the sense that you have that rule. For this reason, the paper analyzes what the purpose of the request for records by the National Congress, its difference from the oversight function of the House of Representatives, and finally, if possible, review the use of this standard as an example misuse of power or purpose.
